There are 482 Afghan refugee families in 267 houses making a total population of 2,911 registered
individuals currently residing in Kachi Abadi area in sector I-11 in Islamabad. The Capital Development
Authority (CDA) as part of its master plan for Islamabad has decided to develop this site for the
increasing population needs of the capital city.
The CDA ordered the eviction of these families before Ramadan this year and following the
intervention of UNHCR, the CDA agreed to halt the eviction and to relocate these families after the
festivities. A plot of land has been identified in sector I-12 between the green-belt surrounding sectors
I-12 and I-13 and close by to the Social Security Hospital. It is a rectangular plot measuring
approximately 50m by 2.5km.
The CDA and UNHCR have agreed on the plot of land and a MoU (Memorandum of Understanding)
will be established to ensure the continued use of the land for the hosting of these refugees for the
foreseeable future.
The CDA has requested UNHCR to relocate these families immediately.
UNHCR will oversee the implementation of this project by providing the financing as well as the
provision of tents and building materials. UN-Habitat will provide the technical design and
specifications as well as the overall technical oversight. ACTED, as UNHCR’s Implementing Partner,
will provide the transport, setting up of the temporary shelters while the “permanent dwellings are built,
training and overseeing the building of the “permanent” dwelling and provision of Water Supply,
Sanitation and Hygiene Promotion.
